Plenty of companies have historically made pancake (or at least compact) lenses which also managed to have a variable aperture and focus helicoid. It's not rocket science. Compromising on maximum aperture might be a requirement. I'm sure I have another thread here where I propose such a system.
Panasonic could do so if they wanted to, but instead are making very strange product choices. Instead of mainstream interest, they appear to be chasing niche markets. Novelty can do well in the short term, but is a poor recipe for longer spans.
